AMMAAN Centre for Peace and Ideological Security Studies
(ACPISS) was established in 2022 by a group of intellectuals
and religious scholars as an independent organization
dedicated to peace and ideological security Studies in
Somalia.
The Centre was founded in response to the alarming rise in
youth radicalization and the increasing casualties from
terrorist activities carried out by Al-Shabaab and ISIS terrorists,
both of which continue to perpetrate attacks with blatant
disregard for civilian lives.
Al-Shabaab, a major affiliate of al-Qaeda in the Horn and
Eastern Africa, capitalizes on Somalia’s fragile state capacity
and the ongoing humanitarian crisis to conduct
indiscriminate assaults on civilians and government forces.
Similarly, another terrorist group, the Islamic State in Somalia (ISIS), emerged in October 2015, declaring itself an affiliate of the Islamic State in Iraq and Syria/Levant (ISIS/ISIL/Daesh).
Since December 2017, ISIS in Somalia has been responsible for numerous killings and extortion within the Somali business community.
Both Al-Shabaab and ISIS have orchestrated some of the most devastating terror attacks in Somalia and the region, resulting in the deaths of thousands and the displacement of millions,
forcing many to flee their homes, either to seek refuge in other countries or to live as Internally Displaced Persons (IDPs)
within Somalia.
AMAAN Centre’s strategic programs are designed to identify and address the root causes of radicalization and violent extremism, to support national and regional peace and
stabilization policies and strategies. The centre collaborates with local communities, government entities, and non-state
actors to enhance understanding of violent extremism and its underlying drivers, thereby building resilience against these threats. Our deep expertise and experience in Somalia have reinforced
the importance of context in effective response. As the
security landscape in Somalia continues to evolve, ACPS employs a dynamic, innovative, and multifaceted approach to address these challenges. We work in partnership with local
communities, government bodies, and regional and
international stakeholders to strive for a peaceful Somalia free from violent extremism.
